PATC Policy

The construction of new utility and communications facilities along or across Tuscarora Trail corridor lands is incompatible with the backcountry nature of the Trail. It must be acknowledged that the scenic, cultural, and natural resources encompassed within the Trail corridor are already severely threatened by expanding local development. Therefore, PATC opposes any construction of new facilities within the Trail corridor unless they provide an overriding benefit to the public and the proposed location is the only feasible alternative. The PATC should be consulted about any application for the construction of new utility or communications facilities within Trail corridor lands that are owned or managed by the PATC.

Partners’ Policies

Commonwealth of Pennsylvania

Department of Conservation and Natural Resources

Bureau of Forestry

The Bureau occasionally leases sections of forest lands for oil and gas exploration, for utility rights-of-way, and for radio and microwave tower locations. The bureau will not allow surfacing mining on its lands.

Other Partners

Many local governments issue special-use permits or similar authorizations for utilities and communication sites within their jurisdiction. Public hearings are held prior to an action on a permit application to allow citizens an opportunity to voice concerns about the proposed facility.
